and the kanji says Sekai (world) Kaigi (Meeting) so World Conference
However the kanji is meant to be pronounced Levely/Reverie

Levely is the actual name for it, but the Actual Japanese Kana says Reverie

Oh yeah, I know. R's in Japanese are inherently vague in meaning between R and L. So Levely and Reverie are both valid translations.

Just in chapter 908 it shows 世界会議 with the furigana レヴェリー (he does that a lot, putting a word in kanji and including a completely different word in furigana) and the word 'Levely' in English across the page (the first time Oda actually showed the english for it)

I don't think so, when the bounty of Luffy's was first announced he was smiling, now evidently we see the antagonist cutting the bounty poster to slices. Showing how unfond he/she is of him.

Maybe he's saying that Shanks is likely the final villain since Luffy has to beat all of the Yonko to become the Pirate King. It's posible that Luffy would beat up BlackBeard, Imu, Tenryuubitos or whoever is in his way first and saves Shanks for last.
